§ 3. Vestment of powers, administration and government of city.

Except as may be otherwise provided in this charter, all powers of the city and the administration and government of the city shall be vested in the council of the city of Manassas and in such boards and officers as are hereafter mentioned, or may be by law otherwise provided.
