§ 4. Municipal officers designated.

The municipal officers of the city shall consist of a mayor, six councilmen, a city clerk, a city treasurer, a commissioner of revenue, a city attorney and a city manager so long as the city shall retain a managerial form of government. The mayor, councilmen, city treasurer and commissioner of revenue shall be elected by the qualified voters of the city. The city manager, city clerk and city attorney shall be appointed by the council as hereinafter provided.
