§ 15. Duties; council may place police force under supervision of manager or mayor.

  • It shall be the duty of the city manager to supervise the administration of the affairs of the city; to make such recommendations to the council concerning the affairs of the city as may seem to him desirable; to keep the council advised of the financial condition and future needs of the city; to prepare and submit to the council the annual budget estimate; to prepare and submit to the council such reports as may be required by that body; and to perform such other duties as may be prescribed by this charter or required of him by order or resolution of the council, not inconsistent with this charter.

    The council shall have authority to place the control and supervision of the police force of the city under either the mayor or the city manager as may appear advisable to the council.
